The chemicals industry is a highly diverse industry that covers raw materials, such as oil, water, air, and minerals, which are converted into a wide array of substances for use by other chemical companies, producers in other industries, and other consumers. It has extensive links with other industries, including agriculture/agribusiness, automotive, cement, creative, construction, energy, fishing, health, housing, and pharmaceuticals industries. [110]

The Philippine chemical industry covers the following sub-sectors: basic chemicals (resins, basic chemicals, gases, organic, inorganic, alcohols), chemical products (pharmaceutical, soap & detergent, paints, inks, cosmetics, fertilizers, pesticides, adhesives), rubber products (tires, industrial products, re-threading), and plastic products (plastic articles, plastic products, pipes & tubings, industrial products, films, sheets). [111]

Given the diversity of products and the nature of business chemical companies, the Samahan sa Pilipinas ng mga Industriyang Kimika (SPIK), or the Chemical Industries Association of the Philippines has grouped its members into nine sub-sectors, namely: industrial gases, inorganic chemicals, oleochemicals and surfactants, petrochemicals, plastic products, specialty chemicals, coatings, petroleum, agrochemical and fertilizers. [110]

The petrochemicals industry centers around the production of plastic resins, which is used as inputs to the downstream plastics industry to form different products. [111] Petrochemicals is a strategic sector of the economy that could anchor the country’s industrial development. Because of its strong linkages upstream, midstream and downstream, the sector provides robust multiplier effects on other main sectors of the economy such as construction, electronics and computer, medical services, transportation and automotive, packaging, education, telecommunications, electrical and water distribution, agriculture and fishery, and furniture, among others. advantages

  • Chemicals touch nearly 90% of all manufactured products. It is also one of the largest tradable products in the world amounting to US$ 6 Trillion in total trade. [111]

  • The total petrochemical investment in the country is estimated to exceed USD 2 billion with over 2,808,600 MT per year total capacity in polymer production. [113]

  • The chemical industry of the Philippines is the third largest sub-sector of the manufacturing industry. [111] In 2021, the gross value added generated from the manufacturing of chemical and chemical products in the Philippines amounted to around 389.19 billion Philippine pesos. [114]

  • The strengths and opportunities of the chemical industry are availability of human capital and sector expertise, market coverage and development (e.g. after-sales support, significant contract volumes), manufacturing competence (in terms of facilities and processes), marketing skills, logistics, product quality, access to good technology, network capability for advocacies, compliance with environmental regulations, customer responsiveness, emerging local and international markets, shifts in consumer preferences for natural products, health and wellness, and environmentally-friendly products (increase in global demand for environmentally sustainable and non-toxic products), strong Philippine economy, and collaborative environment for industry policy development. [111]

  • The strengths and opportunities of the petrochemical industry are world-class technology is being effectively managed by highly-competent engineers and staff, minimal wait period for product delivery provided by local firms (just-in-time delivery), availability of after-sales and technical service support teams for product development and troubleshooting, flexible product grade formulations based on customer requirements, operation of a naphtha cracker plant will secure raw material supply in the local market, growing economic activities brought about by increasing domestic consumer and industrial demand, and low per-capita consumption of resins compared to global consumption rate. [113]

  • JG Summit Olefins Corporation (JGSOC) is a pioneer in the petrochemical industry in the Philippines, with its fully integrated manufacturing complex in Batangas City. Previously there were two subsidiaries, JG Summit Petrochemical Corporation (JGSPC) established in 1994, which operated the polymer facilities, and JGSOC established in 2008, which operated the naphtha cracker plant. These two companies were collectively known as the JG Summit Petrochemicals Group (JGSPG). As of January 1, 2022, the two companies have been merged to a single corporate entity, with JGSOC as the surviving entity of the merger. [115]

  • JG Summit Petrochemical Corporation (JGSPC) is the largest manufacturer of polyolefins in the Philippines, with current production capacities of 320 kilo tons per annum (kTA) for polyethylene (PE) and 190 kTA of polypropylene (PP). JGSPC markets its world-class quality PE and PP resins under the brand name EVALENE® which is a dominant player in the local resins market and distributed in more than 30 countries all over the world. At present, JGSPC uses UNIPOL™ polymer production technology. [116]

  • JG Summit Olefins Corporation (JGSOC) operates the first and only naphtha cracker plant in the country, which produces the olefin raw materials ethylene and propylene used as feedstock by JGSPC’s polymer plants. The cracker’s products also include pygas and mixed C4, which are currently 100% exported. Both JGSOC and JGSPC operate under strict adherence to quality, safety and environmental management systems certified to ISO 9001:2015, ISO 14001:2015 and OHSAS 18001:2007 standards. [116]

  • Chemrez Technologies Inc. In 1963, a group of industrial innovators started D&L Industries, which paved the way for the birth of Chemrez Technologies in 2006. D&L Industries is a Filipino company which, through the years evolved from being a chemical trader to manufacturer with state-of-the-art product development capabilities. Through the continuous evolution and innovation of their various products, D&L diversified into the manufacturing, marketing and distribution of colorants, various chemicals and additives, serving the requirements of the plastic, paint and ink industries. Chemrez Inc. was acquired by fellow D&L subsidiary Corro-Coat, Inc. to form what is now known as Chemrez Technologies Inc. which operates the Philippines’ first continuous-process biodiesel plant, integrates oleo-chemical for chemical specialities, and manufactures and sells powder coatings and resins. Through the leadership of various innovators and the continued passion for research and development, Chemrez has distinguished itself as a partner that provides effective innovative solutions that enrich customer business and deliver growth.   • Bayer Philippines, Inc. Since its entry into the Philippines in 1962, Bayer has transformed itself into a multi-industry organization bringing life science innovations and solutions to serve the health & nutrition needs of Filipino farmers, patients, consumers, and customers. It has three legal entities operating in the Philippines: Bayer Philippines Inc. (Consumer Health, Pharmaceuticals and Radiology), Bayer Crop Science Philippines, and Bayer Business Services Philippines Inc. with primary locations in Laguna and Taguig City. Bayer Philippines, Inc. is the holding company for the Pharmaceuticals, Radiology Consumer Health, and Animal Health Divisions and the Country Platform. Bayer CropScience, Inc. is the leading supplier of crop protection products, with an expanding hybrid rice seed business. It has two operational business units – Crop Protection and Seeds. Crop Protection offers an extensive range of insecticides, fungicides, molluscicides, herbicides, and seed treatments while Seeds markets the hybrid rice portfolio under the Arize brand. It is headquartered in the province of Canlubang, Laguna. The Canlubang Office has approximately 250 colleagues working in the Country Platform, Animal Health and Crop Science Divisions.   • Air Liquide Philippines Air Liquide Philippines, a fully owned subsidiary of Air Liquide Group, started its operations in 1994 and has more than 260 people. It is the leading industrial gas supplier to various industries in the country. The company operates air separation units (ASU), hydrogen plants, carbon dioxide plants, cylinder refilling stations and depots, on-site plants and pipelines nationwide. Air Liquide aims to deliver safe, reliable and innovative gas solutions and technologies to a wide range of customers. The company also serves a wide spectrum of markets and industries including electronics, food processing, pharmaceuticals, energy, metal, automotive, shipbuilding, and hospitals. Air Liquide Philippines is ISO 9001:2015 certified for all their sites and offices nationwide, their medical oxygen is Good Manufacturing Practice (GMP) certified, and their Pasig production of liquid carbon dioxide and liquid nitrogen for food use are Food Safety System Certification (FSSC) 22000 certified.
